The Driver and Vehicle Standards Agency (DVSA) has overhauled its practical driving test booking system under the Motor Vehicle Driving Licence Amendment Regulations 2026.
This intervention aims to combat a thriving grey market where automated bots, third-party apps, and predatory resellers bulk-booked slots, reselling them to desperate learners for up to £500. To restore fairness, strict new rules now limit booking flexibility and return control directly to individual students.

- Instructors Are Restricted: Approved Driving Instructors (ADIs) and driving schools are legally banned from managing the booking system on behalf of pupils.
- The Death of Cancellation Apps: Third-party automated “cancellation finder” apps are completely blocked. The system now requires a direct self-declaration from the student, making these bots illegal.
- Assistance is Permitted: Learners with disabilities, language barriers, or those requiring parental help can still receive physical assistance to navigate the site. However, the learner must be present, complete the mandatory self-declaration, and link the account to their personal phone number and email.

- Moving to a different calendar date or time.
- Changing the physical test center location.
- Swapping a slot with another genuine learner (both must be on a call with the DVSA contact center simultaneously to consent).
Early indicators suggest the system is becoming fairer as genuine appointments return to the public database. Backed by increased examiner recruitment, the era of the six-month wait is expected to decline, allowing prepared learners to safely get on the road.
